Instructions for New Hires When the Phone Number will be Assigned to Them
New faculty and staff that need new phone service will be defaulted to Microsoft Teams Calling (Teams VoIP). The phone number they are assigned will remain with them for the duration of their employment at Southern Illinois University.
Complete the New Teams VoIP TSR form to request a phone number.
Please note: Since phone numbers are directly tied to the employee, their phone number will stay with them if they transfer departments. Departmental phone numbers must be assigned to a Department ID or an Auto-Attendant, not an invidual person. Instructions for new employees that are extra help, graduate assistants, or student employees:
If the department does not already have an existing Departmental ID with Microsoft Teams Calling (Teams VoIP), the department’s primary contact should send an email to the Telecommunications team. This email should include the following:
- department name
- new employee’s name
- location
- reason for the phone service request
A member of the Telecommunications team will contact you and help determine the best option for the department’s needs.

Transferring Microsoft Teams Calling (VoIP) to a new location within the same department:
- If needing to relocate a desk phone: submit a TSR Form. In the description field, include the text “Move desk phone for (Name/Number) from (Location A) to (Location B)” and include the Data Jack number.
- For all other Microsoft Teams Calling (Teams VoIP) moves: send an email to the Telecommunications team including the employee’s name and phone number, as well as the location they are currently in and where they will be moving to.
Transferring with Microsoft Teams Calling (Teams VoIP) to a different department:
- If the phone number will transfer with the employee: The new department should send a memo to telecomtsr@siu.edu from the Fiscal Officer or Delegate requesting to change the budget purpose with agreement from the prior department Fiscal Officer or Delegate.
- If the phone number needs to stay with the current department: please send an email to the Telecommunications team to determine next steps and discuss if any additional costs may be incurred.
Transferring with a Nortel desk phone within the same department:
- We are currently transitioning away from Nortel desk phones. Employees that are moving to a different location will be transitioned to Microsoft Teams Calling (Teams VoIP). A variety of devices and options are available. Please send an email to the Telecommunications team to initiate a conversation about the available options. In your email, include: the employee’s name, their current phone number, and the location they will be moving to.
Transferring an employee that has a Nortel desk phone to a new department:
- We are currently transitioning away from Nortel desk phones. Employees that are moving to a new department will be transitioned to Microsoft Teams Calling (Teams VoIP). A variety of devices and options are available. The employee’s new department should submit a TSR Form on their behalf by going to the Telecommunication’s Forms page and selecting the appropriate option.
When faculty or staff leave the University, their Microsoft License is automatically downgraded following a grace period. This process disables the Microsoft Teams Calling (Teams VoIP) phone number associated with the former employee. (Only active university employees are eligible to have an SIU phone number assigned to them directly). Once a month, the Telecommunications team receives a list from HR of the employees that left the previous month; the department’s bill will be updated to reflect the employee’s last day of employment as the last day of billed phone service.
When a student employee or a graduate assistant leaves their employing department or the University, Telecommunications must be notified if:
- They have a phone number associated with their Network ID.
- Their phone service needs to be terminated. (If their phone service is not terminated, monthly charges will still be incurred by the department).
- Currently, there is no automated process to notify Telecommunications of changes to these employees’ statuses. To terminate their phone service, please submit a TSR Form.
Please note: there is a nominal disconnect fee associated with terminating a Microsoft Teams Calling (Teams VoIP) phone number.
